Clearfield City is an entitlement community that receives federal funding to help meet the housing and community development needs of the city. Grants are provided on an annual basis to entitled communities, which include Clearfield City. Funds received help carry out a wide range of community development activities directed toward economic development, neighborhood revitalization, and improved community facilities and services. As an entitlement community, the City is required to prepare the following reports: 5-Year Consolidated Plan, One-Year Action Plan as well as a Consolidated Annual Performance Evaluation Report (CAPER).
